Appearance: Her appearance is often purposely dedicated to the district she represents. Her hair and skin are dyed a brilliant electric blue, and she wears radiant white rouge, eyeliner, and lipstick. Her clothing is often checkered-patterned, the white parts glowing. She also has white tattoo patterns across her arms that look like eletrical bolts.
Personality: A former Stylist, Plectra is a posh, punctual and pompous person who is proud to represent District 5. Her personality is perhaps as radiant as her clothing. Like most others, she is oblivious towards the suffering of those who are Reaped for the Games as she sees it as an enjoyable occasion. During Reapings, she is rather bubbly and has a hard time keeping quiet and being still, often making wild flourishes with her hands and arms and taking in a pitchy sing-song voice. She is often impatient, especially when someone else is talking or a reaped Tribute is slow at moving or speaking. Despite her effort to keep her Capitol-like manners, she is ill-tempered towards the Tributes, complaining about their behavior, appearance and speech (although she does manage to retain her rather eerie smile while angry). Neverthless, Plectra is a loveable icon to the Capitol.
